Description

To act as the frontline champion for resident and building safety, ensuring that blocks are well-managed, residents are informed and protected, and building safety obligations are met.

A key responsibility is to establish, embed, and administer the council’s PCFRA (Person-Centred Fire Risk Assessment) and PEEPs (Personal Emergency Evacuation Plan) programmes for residents who may need additional fire safety support.

The postholder will work closely with compliance specialists, housing officers, fire safety teams, and residents to ensure preventative actions are identified, recorded, and completed.

Key Responsibilities

PCFRA & PEEPs Programme Setup and Management

* Design, implement, and manage a Person-Centred Fire Risk Assessment (PCFRA) programme for vulnerable or high-risk residents.

* Create and maintain a register of residents requiring PCFRAs or PEEPs, ensuring regular review and updates.

* Conduct PCFRAs in residents’ homes, assessing individual risks such as mobility issues, sensory impairment, cognitive needs, hoarding risk, oxygen usage or medical equipment.

* Develop PEEPs in line with fire service guidance and local authority policy.

* Ensure PEEPs are logged, stored, shared, and kept up to date in line with GDPR and safety requirements.

* Liaise with Fire & Rescue Service, tenancy services, social care teams, carers, support agencies, and family members to ensure safe evacuation strategies are practical and deliverable.

* Monitor and report on PEEPs/PCFRA compliance, including KPIs, overdue reviews, and emerging risks.

* Escalate safeguarding or significant safety concerns to relevant internal or external partners.

Resident Engagement & Communication

* Act as the primary point of contact for residents on day-to-day safety matters.

* Support residents to understand evacuation procedures, fire safety behaviours, and building safety communications.

* Deliver face‑to‑face resident safety conversations, including reassurance visits after incidents or high‑risk findings.

* Work with vulnerable or hard-to-reach residents to ensure they understand compliance works (EICR, FRA access, gas, etc.).

Block, Scheme & Estate Safety

* Monitor and assure that regular block inspections, communal area checks, and housekeeping audits are taking place to ensure the safety of buildings.

* Follow up actions arising from FRAs, EICRs, water hygiene reports and other compliance inspections.

* Identify, record, and escalate hazards and repairs using internal reporting systems.

Contractor Monitoring & Access

* Support compliance officers by assisting with gaining access for statutory inspections.

* Monitor contractor behaviour and challenge unsafe or non‑compliant practices.

* Provide feedback to support contractor performance management.

Data, Records & Reporting

* Maintain accurate electronic records of all resident safety interactions, PCFRA assessments, and PEEPs.

* Produce compliance reports, trend analysis, and performance dashboards.

* Contribute to resident safety case files and Building Safety Act information.

Knowledge & Skills

* Understanding of fire safety principles, evacuation strategies, and vulnerability risks.

* Experience working with vulnerable residents or delivering risk-based assessments.

* Knowledge of housing compliance areas such as fire, electrical, gas, asbestos, and water hygiene.

* Strong communication and empathy skills, with the ability to provide reassurance and challenge where necessary.

Qualifications

* Fire safety awareness or willingness to undertake accredited fire safety training.

* Safeguarding training (or willingness to complete). xjnqpsq

The role will be 6 months intially with the potential to go permanent after a council restructure
