The dog breeds consistently ranking lowest in intelligence tests include Afghan Hounds, Basenjis, Bulldogs, and Chow Chows. These breeds tend to score poorly in working/obedience intelligence, which measures how quickly dogs learn commands and solve problems. However, 'low intelligence' in dogs doesn't mean they're incapable - these breeds simply have independent natures and were bred for purposes other than following instructions. Many excel in other forms of intelligence like instinctive or adaptive intelligence.
