Senior Governance & Committee Officer

Rochdale (Greater Manchester) Local Authority role

Initial 3-6 Month Contract

Rate: Negotiable - Indicate rate sought - Umbrella

37 hours per week

Are you passionate about good governance and supporting democratic decision-making? Rochdale Metropolitan Borough Council is seeking a proactive and skilled Senior Committee Services Officer to join our Governance team. This is a key role providing professional committee and constitutional support, leading service-based strategies and projects, and acting as the primary contact for advice on local government decision-making.

Key Responsibilities

* Lead and support colleagues to ensure Committee Services meets business and organisational needs.

* Maintain and improve key committee support systems and procedures.

* Ensure statutory and legislative safeguarding standards are met.

* Support constitutional reviews and implement legislative changes.

* Advise elected members, senior managers, and committees on decision-making.

* Lead quality assurance activities and ensure compliance with local and legislative requirements.

* Build effective relationships with colleagues, stakeholders, partners, and customers.

* Support staff training and coaching on decision-focused procedures and practices.

* Support the effective operation of school appeals, including administration and clerking.

What We’re Looking For

* Experience in committee and constitutional services within local government.

* Proven track record of providing support and guidance to Council committees including Cabinet.

* Strong understanding of local authority governance, decision-making processes and relevant legislation.

* Excellent communication and organisational skills. xjnqpsq

* Ability to work collaboratively and flexibly across service areas.

* Experience of clerking independent appeals including school admissions, exclusions and licensing
