Highways Inspector – Plymouth Highways

Location: Plymouth, PL9

Assignment: Temporary position (5 months)

Hours: 37 hours per week

Pay: £15.56 per hour

Proposed Start Date: 8th February 2026

Pertemps are pleased to be supporting Plymouth Highways in their search for a committed Highways Inspector to join their team. This position offers an exciting opportunity for someone who enjoys being out on site, thrives on detail, and is motivated by keeping the city’s road network safe, compliant, and well‑maintained.

This role would be a great fit for candidates with backgrounds in highways, construction, utilities, or compliance, as well as those seeking a varied role where no two days are the same and where your work has a clear, visible impact across Plymouth.

Main Purpose of the Role

As a Highways Inspector, you will play a crucial role in maintaining the safety, integrity, and compliance of Plymouth’s road network. You will be responsible for inspecting works carried out on the public highway, ensuring they meet the requirements of the New Roads and Street Works Act 1991, Highways Act 1980, and all associated codes of practice.

Your work will help keep the city moving safely and efficiently, supporting both the public and the wider highways team.

Key Responsibilities

Conduct inspections, monitoring and supervising highway works to ensure full statutory compliance.

Carry out ad hoc inspections and site visits as directed by the Network Manager.

Accurately record inspection findings using the appropriate systems and processes.

Identify unsafe, non-compliant, or unauthorised works and initiate enforcement action when necessary.

Respond to public complaints, enquiries, and service requests within agreed timeframes.

Work collaboratively with contractors, utility companies, and internal teams to resolve issues and maintain high standards across the network.

Essential Skills & Attributes

Strong organisational skills with excellent attention to detail.

Ability to work independently while also contributing effectively within a team environment.

A commitment to delivering excellent customer service and representing Plymouth Highways professionally.

Flexible and resilient, with the ability to work under pressure and occasionally outside normal working hours.

Physically fit and comfortable undertaking regular outdoor site inspections in varying conditions.

Confident communicator, able to liaise with staff, contractors, utility companies, Members, and members of the public.

Full UK driving licence is essential.
