Procurement Specialist - Public Health

Contract / Interim - Competitive Day Rate

Location: UK

Are you a seasoned procurement professional with a strong track record delivering end‑to‑end public sector tenders? Our client, a leading public health organisation, is seeking an experienced Procurement Specialist to support a wide portfolio of strategic sourcing activities.

Key Responsibilities

Lead and manage the full lifecycle of public procurement projects, from market engagement through to contract award.

Ensure all tendering activity is fully compliant with Public Procurement regulations, including the Procurement Act 2023 and Public Services Regulations (PSR).

Engage, influence and support a wide range of internal and external stakeholders, ensuring clarity, buy‑in, and strong commercial outcomes.

Prepare clear, articulate documentation including ITTs, evaluation reports, governance papers and procurement strategies.

Utilise e‑tendering platforms (e.g., ProContract) to manage competitions, communications, evaluations, and audit trails.

Essential Skills & Experience

Demonstrable experience running end-to-end public procurement tendering processes.

Up-to-date knowledge of the Procurement Act 2023 and a strong understanding of PSR regulatory requirements.

Exceptional stakeholder management with the ability to build trusted relationships and challenge constructively.

Excellent communication skills-confident, articulate, and able to present complex information clearly.

Working knowledge of eTendering systems, ideally ProContract or similar.
