Capture current and target processes, business rules, regulatory constraints, data flows and hand‑offs between organisations. xjnqpsq
Structure and document functional and non‑functional requirements for the digital service, including reporting, transparency, and audit needs.
Support cost‑envelope definition and readiness for a build‑phase procurement or delivery
