Printed on the Tea Towel is the Decree Banning Golfing made by James IV of Scotland in 1491:

Banned by Decree of James IV in 1491 "It is Agin the Common Good of the Realme and Defence Thereof:
It is a well knowne fact that Goffers
are a tribe apart.
Thru playing Goff unceasingly their
very natures change, and they become
tacurne, sullen, peevish and irritable!
They speake, eat, drink, sleepe and
jabber Goff, forgetting their chattels
and infants and spend monies only on
balls, clubbs or a majic drink called wiski.
The clubb makers and wiski-sellers
make enormous fortunes, while the
Goffers families are in greate famine.
These Goffers have been knowne to
rise with the lark to play Goff, and
continue throughout the daylite hours
only stopping for short tymes and wiski.
Such are the very odd ways of Goffers.
A silhouette of a golfer's bag, clubs, and flags in brown is superimposed upon the Golf decree of James IV (1491).

King James IV of Scotland reaffirmed the ban on golfing in 1491, though he later became a golf enthusiast himself. The ban was initially issued in 1457 by King James II to encourage archery practice for defense. James III and James IV further affirmed the ban in 1471 and 1491 respectively. However, James IV eventually lifted the ban in 1502, likely due to the receding threat of war with England and his own interest in the game.
King James IV of Scotland was the first known golfing monarch and even purchased golf clubs and balls, marking him as a regular, if not frequent, player. Despite Parliament banning the game in his name (in 1491), records show that he bought clubs and balls in Perth in 1502, Edinburgh, and St Andrews.
As he became an avid player himself, he realized the benefits of this sport and eventually lifted the ban.
With royal endorsement, golf regained its popularity and began to flourish once again across Scotland. James IV was both a keen golfer and a lover of whisky.
