Job Title: Highways Maintenance Agent

Location: Devon (County-wide coverage)

Contract Type: Freelance / Temporary Contract (3 months initial)

Rate: 45 per hour (Inside IR35)

Start Date: 1st December 2025

Overview

Devon County Council is seeking an experienced Highways Maintenance Agent to support the delivery of ongoing maintenance and improvement works across the county's highway network. This is a freelance position on an initial 3-month contract, with potential for extension based on performance and project requirements.

Key Responsibilities

Oversee day-to-day highway maintenance operations, ensuring works are delivered safely, efficiently, and to specification.

Liaise with contractors, engineers, and other stakeholders to coordinate works programmes and manage on-site activities.

Conduct site inspections and audits to monitor progress, quality, and compliance with health & safety standards.

Ensure works are delivered in accordance with Devon County Council procedures and relevant legislation.

Maintain accurate records of site activities, materials used, and completed works.

Respond to highway defects, incidents, and emergency call-outs as required.

Support the planning and scheduling of works, including traffic management arrangements.

Essential Requirements

Proven experience in highways maintenance or civil engineering within a local authority or contractor environment.

CSCS Card (Construction Skills Certification Scheme).

SMSTS (Site Management Safety Training Scheme).

Full UK Driving Licence.

Strong understanding of health & safety regulations, CDM, and risk management.

Excellent organisational and communication skills.

Desirable

Experience managing subcontractors and liaising with local authorities.

Familiarity with asset management systems and highway inspection software.

NRSWA accreditation (Street Works) - preferred but not essential.
