Description
Fraser Edwards Recruitment is delighted to be supporting a leading social housing client in Basildon in the search for an Asbestos and Legionella Manager to join their Property Maintenance and Compliance team on an initial 6-month contract.
This is an excellent opportunity for a compliance professional with a strong background in social housing to take the lead on critical health and safety compliance services, ensuring properties remain safe, statutory obligations are met, and robust systems are in place to manage and evidence compliance.
The role is offered on a hybrid working basis, providing flexibility alongside the opportunity to make a meaningful impact within a busy property compliance environment.
The Role
As an Asbestos and Legionella Manager, you will lead the operational management, financial oversight and regulatory compliance of asbestos and water hygiene services across the organisation’s housing stock and properties.
You will play a key role in ensuring that risks are effectively identified, assessed and controlled, while overseeing specialist contractors, monitoring remedial works and maintaining high standards of statutory compliance.
Key Responsibilities
* Manage the day-to-day delivery of asbestos and water hygiene compliance, ensuring effective oversight across the housing portfolio.
* Ensure all compliance activities adhere to relevant legislation, statutory requirements, regulatory guidance and recognised industry standards.
* Coordinate asbestos surveys, including management, refurbishment and demolition surveys, alongside routine inspections and condition reviews.
* Ensure asbestos records, registers and management plans are properly maintained, regularly reviewed and accessible to all relevant stakeholders.
* Oversee the assessment and prioritisation of identified risks, ensuring remedial actions are completed within appropriate timescales.
* Implement effective asbestos management procedures across repairs, maintenance, void properties, planned works and refurbishment projects.
* Ensure water hygiene risks are appropriately managed through effective monitoring, control measures and ongoing compliance checks.
* Supervise specialist contractors responsible for asbestos removal, remedial works and water hygiene services, ensuring contractual obligations and performance standards are met.
* Ensure Legionella risk assessments are completed and that water hygiene monitoring and recommended preventative measures are effectively implemented.
* Review compliance findings from inspections, audits and assessments, ensuring outstanding actions are monitored through to completion.
* Liaise with internal departments, operational teams and external contractors to ensure compliance issues are addressed and risks are effectively controlled.
* Produce and maintain compliance records, performance reports and management information to demonstrate regulatory compliance and support informed decision-making.
Skills and Experience Required
The successful candidate will demonstrate:
* Relevant professional membership or accreditation through a recognised body, such as BOHS, NEBOSH or IOSH.
* Proven experience overseeing asbestos and water hygiene compliance within social housing, housing maintenance or a similar property management setting.
* In-depth knowledge of asbestos legislation, particularly the Control of Asbestos Regulations, and the legal duties involved in managing asbestos-related risks.
* A strong understanding of Legionella control, water hygiene procedures and the requirements of HSE Approved Code of Practice L8.
* Demonstrable experience managing specialist contractors, reviewing service performance and ensuring compliance with agreed standards and contractual requirements.
* Previous involvement in developing and maintaining compliance programmes, managing remedial works and preparing detailed performance reports for management and assurance purposes.
* Excellent organisational, analytical and decision-making skills, with the ability to prioritise workloads, resolve issues and manage compliance risks effectively in a demanding environment. xjnqpsq
