Basically working and you can look through them OK, but the image is slightly unclear, they have lens fungus visible on the inside of the front lenses. Good physical condition otherwise.
These binoculars are "focus free" so are for slightly specialist purposes, where a rugged, lightweight and simple to use design is desired. They intentionally have a fixed focus, they are suitable for viewing things at distances over about 15 or 20m to infinity.
There is some visible lens fungus inside the front lenses, see photos. They require a strip and clean which may need special lens removal tools and some degree of knowledge to perform successfully, if you can do that they should be fine afterwards hopefully.
