Learning & Organisational Development Manager

Contract Duration: 1 September 2025 – 30 September 2026

Daily Rate: £305.84 (Inside IR35)

Location: Dudley

Role Overview

Endeavour Recruitment is seeking an experienced Learning & Organisational Development (OD) Manager to lead the design, delivery, and evaluation of an innovative programme of learning, leadership development, and organisational improvement initiatives for a large, complex public service organisation.

Operating at both a strategic and operational level, you will play a key role in shaping workforce strategy, embedding a culture of continuous learning, and ensuring the organisation is well-equipped to meet future challenges.

You will lead a high-performing team, champion inclusion, and utilise digital innovation – including AI-enabled learning tools – to improve accessibility, efficiency, and personalisation of development programmes. This role will also involve close collaboration with senior leaders and stakeholders to deliver organisational change that aligns with corporate priorities.

Key Responsibilities

Lead the development, delivery, and continuous improvement of organisation-wide learning and OD programmes that align with strategic workforce priorities.

Partner with senior leadership and HR teams to assess capability needs and implement targeted interventions that drive cultural and behavioural change.

Oversee leadership and management development programmes, “development for all” learning offers, coaching and mentoring frameworks, and team diagnostics.

Embed learning and OD as key enablers of large-scale change and transformation projects.

Drive innovation by embedding digital learning solutions, including AI and virtual learning platforms, to enhance user engagement and accessibility.

Build strong stakeholder relationships, developing engagement and communication plans to promote OD priorities.

Manage OD projects, including planning, budgets, risk management, and progress reporting.

Use workforce intelligence, analytics, and evaluation frameworks to measure impact and inform continuous improvement.

Represent the organisation in external networks, promoting collaboration and innovation.

Deputise for the Senior Manager – Talent & OD when required.

Essential Qualifications & Experience

Learning and Development qualification (Level 5 or above) or equivalent experience.

Recognised coaching qualification (e.g., ILM Level 5 or 7) or equivalent training.

Extensive experience leading Learning & OD functions in a large, complex organisation.

Proven track record in delivering measurable improvements in workforce capability and performance.

Strong background in designing and embedding leadership and management development programmes.

Experience managing large-scale OD interventions to support transformation and service redesign.

Skilled in embedding digital learning solutions, including AI-driven platforms and blended learning approaches.

Experience managing high-performing teams, budgets, and complex projects.

Strong stakeholder management skills, with experience in politically sensitive and unionised environments.

Demonstrated commitment to diversity, equity, and inclusion in learning strategies.

Key Skills & Competencies

Strategic thinking with the ability to align learning strategies to organisational goals.

Proficient in using diagnostic and behavioural tools (e.g., MBTI, Insights, 360° feedback).

Excellent facilitation skills across multiple learning formats.

Strong analytical skills to interpret workforce data and measure impact.

Effective communication, negotiation, and influencing skills at all organisational levels.

Resilient, solutions-focused, and adaptable in dynamic environments.

Highly organised with the ability to balance strategic and operational priorities.

Additional Information

This is a politically restricted role and will require a basic DBS check.

A valid UK driving licence, business use insurance, and an MOT (where applicable) are required
