Job Purpose

To provide vital administrative support to the Homeownership Litigation team in the progression of service charge arrears cases. The postholder will be responsible for preparing and issuing standardised correspondence (including Letters of Claim), managing case documentation, handling inbound and outbound communication with homeowners, and assisting with the coordination and tracking of legal workflows. The role plays a key part in ensuring compliance with the Pre-Action Protocol for Debt Claims and supporting the efficient delivery of litigation processes.

The post holder will be expected to apply their own knowledge and discretion across administrative tasks (in accordance with Council policy and procedures), and will be supported to gain knowledge of the Council’s IT and accounting systems, as well as, gain knowledge/experience of landlord & tenant matters; the Civil Procedure Rules; court and litigation processes; property law.

Responsibilities

Principal Accountabilities

• Prepare and serve Letters of Claim in accordance with the Pre-Action Protocol for Debt Claims, ensuring statutory compliance and accuracy in all correspondence.

• Review and respond to replies to Letters of Claim where appropriate, identifying cases requiring escalation or further legal input.

• Allocate incoming casework to Litigation Officers based on workload, complexity, and operational priorities.

• Manage and execute mail merges for standardised correspondence, ensuring timely and consistent communication with homeowners and legal representatives.

• Handle inbound and outbound calls with homeowners, legal representatives, and internal stakeholders in a professional and customer-focused manner, providing accurate information regarding service charge arrears and legal proceedings.

• Prepare and issue County Court claims for recovery of service charge arrears, ensuring all documentation is accurate and complete prior to submission.

• Request and process County Court Judgments (CCJs) in uncontested cases, monitoring outcomes and taking appropriate follow-up action.

• Draft and serve Section 146 Notices in line with statutory requirements and internal procedures, in preparation for forfeiture proceedings where applicable.

• Prepare and submit Interim Charging Order (ICO) and Final Charging Order (FCO) applications, including gathering and verifying supporting documentation.

• Maintain accurate and up-to-date case records on relevant systems, ensuring compliance with data protection legislation and audit requirements.

• Support litigation officers with administrative and procedural tasks as required, contributing to the overall effectiveness of the Litigation Team.

• Liaise with internal teams including Collections, Homeowner Advisors, Billing, and Service Charge Calculation to gather evidence, verify charges, and progress cases efficiently.

• Assist in preparing reports and performance data as required by management to monitor caseloads, outcomes, and procedural compliance.
