An exciting opportunity has arisen to make a meaningful impact on the lives of young people in one of London’s most dynamic and forward-thinking boroughs. We are seeking a driven and experienced Improvement Programme Manager to support the delivery of a pioneering education initiative that puts inclusion, equity, and excellence at its heart.

Over the past decade, the local education system has undergone a significant transformation — from national underperformance to national recognition — and now ranks consistently among the top-performing areas in England. This success has been built on a foundation of ambition, resilience, and a commitment to putting children first.

The Role

This senior role will be central to the development and delivery of the Alternative Learning Service (ALS) — a new, three-tiered support model designed to reduce school exclusions and ensure every pupil receives the right support in the right setting.

As the Improvement Programme Manager, you will lead a range of strategic and operational improvement work, from process redesign to programme delivery. Working closely with senior leaders and service managers, you will bring a sharp focus on lean, effective practices to ensure high-quality, sustainable services for children at risk of disengagement.

Key Responsibilities

Programme manage four core workstreams for the Alternative Learning Service:

Service Design

Processes, Panels & Pathways

Integrated Commissioning Framework

Resources and Finances

Introduce lean thinking and business process improvement into service planning and delivery.

Provide operational capacity and support to senior managers in implementing new delivery models and digital tools.

Lead on documentation, stakeholder briefings, and change management activities.

Support the strategic review of the Education Operating Model, ensuring alignment with wider service goals. About You

You are a proactive, collaborative leader with a strong background in service improvement and change management. Your skills and experience include:

Applying lean and business process improvement methodologies in complex service environments.

Successfully documenting business processes and identifying measurable efficiencies.

Building strong relationships and managing stakeholders to deliver shared goals.

Presenting accurate, high-quality data in accessible formats to inform decision-making.

A passion for improving outcomes for young people, especially those at risk of exclusion.
