Description

MMP Consultancy is seeking an experienced and proactive Contract Procurement Specialist on behalf of a Local Authority in south Hampshire. The successful candidate lead the procurement of a new Reactive Maintenance contract for the client's portfolio of over 3,000 Housing Revenue Account (HRA) residential properties.

This is an interim position until at least April 2026 subject to possible extension. The rate of pay is £500pd via an umbrella company over a 5-day week. Candidates will ideally be in 3 days per week in the office.

The successful candidate will act as the Council's "Intelligent Client", managing the end-to-end procurement process, including the appointment and oversight of a multi-disciplinary external practice to support the process. You will also support our Property Services team in developing small works frameworks and delivering future tender opportunities across both the HRA and the wider Council.

This is an exciting opportunity to shape a critical service area and play a pivotal role in securing a high-quality, value-for-money maintenance partner by April 2027.

Key Responsibilities

Lead the procurement of a new HRA Reactive Maintenance contract

Work with internal stakeholders to define service needs and develop robust scopes of work

Appoint and manage an external multi-disciplinary advisory team

Identify appropriate procurement frameworks and manage the full tender lifecycle

Oversee the evaluation of bids and negotiate contracts with preferred suppliers

Develop and implement contract management systems to monitor performance and compliance

Support the development of small works frameworks across the Council

Act as the primary point of contact for contractual and procurement matters

Ensure all activities comply with legal, regulatory, and corporate requirements

Requirements:

5-7 years' experience in procurement/contract management, particularly for services

Proven experience managing full tender lifecycles

Experience procuring maintenance, facilities, or technical services within social housing or local government

Strong knowledge of procurement practices, contract law, and compliance

Excellent negotiation and stakeholder engagement skills

High attention to detail and strong analytical abilities
