This cleaver-wielding pegleg alien pirate action figure is Konk from the Pirates Of Dark Water toy line, released by Hasbro in 1991. If you're looking at this then you probably already knew that, and also know how hard it is to find him with his cleaver accessory. Very nice condition as you can see.
