SEND Transformation Lead (Statutory Services Implementation & Change)

South East London Local Authority Hybrid (2 days onsite)

526.56 per day (Umbrella) ( 400.42 PAYE per day)

3–month initial contract

A local authority is seeking an experienced SEND Transformation Lead to support a key period of change within its statutory SEND services. This role will focus on stabilising restructured teams and embedding improved ways of working to drive better outcomes for children and young people with SEND.

The Role You will lead the implementation of a restructured Statutory SEND service, ensuring new structures, processes, and responsibilities are clearly embedded and effectively delivered in practice.

This is a hands–on transformation role requiring strong operational leadership, change management expertise, and a deep understanding of statutory SEND services.

Key ResponsibilitiesLead the embedding of restructured Statutory SEND teams, roles, and workflowsSupport teams through organisational change and new ways of workingReview and improve SOPs, policies, and statutory SEND processesStrengthen EHCP quality assurance, consistency, and timelinessUse performance data to identify issues, drive accountability, and improve outcomesProvide expert guidance on complex EHCP and statutory caseworkSupport collaboration across SEND services and partner agenciesContribute to wider SEND transformation and improvement programmesAbout YouStrong experience within statutory SEND services and EHCP processesProven track record of leading or supporting service restructure or transformationExcellent understanding of SEND legislation and the SEND Code of PracticeExperience developing and embedding processes, policies, and QA frameworksConfident using data to drive performance and service improvementStrong communicator with the ability to influence at all levelsAble to lead teams through complex change environmentsDesirableExperience within local authority SEND servicesKnowledge of Ofsted/CQC Area SEND inspectionsExperience with co–production or service design with families and partnersProject or programme management experience in public sector settingsThis is a great opportunity for an experienced SEND professional who thrives in transformation environments and can make an immediate impact in a complex statutory setting.
