Day Rate: GBP300-GBP400

Join Manchester City Council in a pivotal interim role as the Head of Housing Design and Delivery. This position offers the opportunity to lead the strategic delivery of the housing capital investment programme, ensuring projects meet high standards and align with social value and carbon reduction targets.

Day-to-Day of the Role

Lead the strategic planning and execution of housing capital programmes.Manage multi-disciplinary teams and coordinate with internal and external stakeholders to ensure effective project governance.Drive performance improvements within the design and delivery functions.Develop and implement a comprehensive 30-year stock investment plan.Oversee the asset management strategy focusing on stock condition and maintenance.Ensure commercial performance and compliance across all projects.Provide expert cost advice, lifecycle costing, and manage financial reporting.Uphold excellence in design, specification, and legislative compliance.Manage the recruitment and commissioning of consultants and specialists.Engage with communities and elected representatives to foster support for sustainable development initiatives.Lead risk management, value engineering, and continuous improvement efforts. Required Skills & Qualifications

Extensive experience in leading complex housing or construction programmes.Strong commercial and contractual acumen, familiar with JCT, NEC3/4, PSPC, and CDM 2015.Proven background in strategic asset management and capital programme financing.Advanced project and programme management skills.Membership in a relevant professional body (e.g., MICE, MCIOB, MAPM).Deep understanding of the social housing delivery landscape and policy context.Exceptional leadership and stakeholder engagement skills. Desirable Qualifications

Chartered status or progression towards it.Experience in facilities management, aids, and adaptations.Knowledge of Manchester's low carbon agenda and social value frameworks. Behaviours & Values
