Description

Our client is seeking a Senior Planning Officer to join their team within the East Midlands Combined County Authority (EMCCA). This is a permanent position offering a significant opportunity to influence the long–term strategic planning of the region.

Key Responsibilities:

Strategic Planning

Provide expert leadership on spatial planning policy and evidenceShape long–term regional growth, infrastructure, and environmental strategyRepresent and defend planning positions at public examinations and inquiries

Project & Programme Management

Oversee complex, high–value projects and consultant teamsLead business cases, funding bids, and investment proposalsManage multiple workstreams, ensuring delivery on time, budget, and quality

Stakeholder Engagement

Work with senior stakeholders including government, local authorities, developers, and investorsLead negotiations and build consensus across competing interestsManage public consultations and communications

Governance & Decision Support

Produce reports, briefings, and strategic advice for senior leaders and elected officialsSupport evidence–based decision–making and long–term investment strategiesMaintain governance processes for planning and monitoring frameworks

Leadership

Deputise for Head of PlanningSupport and supervise planning staffDrive innovation and continuous improvement within the team

Job Requirements:

Strong spatial planning expertise and knowledge of policy/legislationExperience in major planning programmes and public examinationsProven project management and business case development skillsExcellent stakeholder management, negotiation, and communication skillsLeadership and ability to work independently in complex environments
