Client Project Manager/ Project Officer - Outside IR35

Description

Our client is seeking a Client Project Manager / Project Officer to support the delivery of highways, transport, public realm and infrastructure projects within an Engineering Services consultancy function. This contract role is based from the Winchester offices, with hybrid working, regular meetings and occasional visits to live project sites.

Key Responsibilities:

Lead the project management of engineering design and construction commissions through development, design, procurement and implementation stagesAct as project lead for multidisciplinary teams, consultants and contractors delivering highways, transport, public realm and infrastructure projectsDevelop and maintain project programmes, delivery plans, budgets, risk registers and governance documentationPrepare project dashboards, reports and briefing materials to support governance, approvals and effective decision-makingManage project resources, budgets and financial performance in line with approved funding allocationsIdentify, manage and report project risks, issues, dependencies and opportunities, implementing mitigation measures where requiredCoordinate a portfolio of commissions, managing priorities, project teams and delivery partners to meet demanding timescalesSupport project management best practice, governance processes and capability development by mentoring Project Officers and other colleagues

Job Requirements:

Degree-level qualification, or equivalent experience, in Project Management, Engineering, Construction or a related disciplineExperience delivering highways, transport, infrastructure, public realm or engineering projectsDemonstrable experience managing engineering design and construction commissions throughout the full project lifecycleStrong programme and project management skills, including governance, risk management, budget management and performance reportingProven expertise using Microsoft Project to develop, manage, optimise and analyse project and programme schedulesExperience coordinating multidisciplinary teams, consultants and contractors within a client-side or consultancy environmentGood knowledge of highway, transport and engineering standards, design processes and industry best practiceExcellent written, verbal, negotiation and relationship management skills, together with a recognised project management qualification

Working Arrangements:

Rolling contract working 37 hours per weekHybrid working arrangement with contractual attendance at the Winchester officesRegular meetings and occasional visits to live project sitesAbility to manage multiple projects, competing priorities and challenging delivery timescalesFull driving licence and access to a car required to fulfil the travel requirements of the role
