Financial Accountant - Interim

Spencer Clarke Group are working closely with a Local Authority to appoint an Interim Property Finance Manager to provide financial management and business partnering support across the Council's property estate.

This assignment focuses on realigning revenue and capital budgets, improving forecasts and identifying savings across a changing property estate.

What's on Offer

Rate: £409.09 per day Umbrella / £303.06 per day PAYE

Contract length: 26 weeks, to 25 April 2027

Full-time: 37.5 hours per week | Inside IR35

Hybrid: 3 days on site, 2 days remote

Start: ASAP

The Role

Reporting to the Director of Property, you will lead finance support for Property Services, strengthening budget control, financial planning and value for money.

Key responsibilities:

Review and realign revenue and capital budgets across the property estate.

Lead monthly and quarterly monitoring and forecasting, highlighting pressures and overspends.

Develop MTFS forecasts reflecting property disposals and the associated loss of income.

Challenge spending and budget assumptions, identifying savings opportunities.

Use stock-condition data to inform maintenance and capital investment planning.

Produce financial reports and advice for senior managers, directors and elected members.About You

You will have:

A full accounting qualification: CCAB, CIPFA, ACCA, CIMA or equivalent - essential.

Significant experience in financial management, budgeting and forecasting across revenue and capital.

Experience within local government, public sector finance or property-related financial management.

Strong financial analysis and business partnering skills, including challenging budget holders.

Advanced Excel and financial modelling skills.How to Apply
