About the Role
One of my local government clients is seeking a skilled Project Manager / Cost Consultant to support the redevelopment of the historic Grade II listed Guildhall Complex – the civic heart of Kingston. This critical role will help shape and deliver the refurbishment of one of the borough’s most complex and iconic non-residential developments.
Working closely with the Project Director and a dedicated design and consultancy team, you will be instrumental in the delivery of RIBA Stage 3 and the completion of a compelling full business case.
Key Responsibilities

Drive progress on a significant refurbishment project, ensuring adherence to time, quality, and budget requirements.
*
Develop and manage project budgets, cost plans, forecasts, and variance reports.
*
Prepare cost estimates, tender documentation, and evaluate contractor bids.
*
Oversee procurement processes, particularly in relation to heritage and conservation constraints.
*
Coordinate stakeholders including architects, conservation officers, engineers, and contractors.
*
Provide technical insight into heritage compliance, planning policy, and listed building consent.
*
Produce or commission feasibility studies, surveys, cost plans, and options appraisals.
Key Requirements
*
Demonstrable experience managing complex refurbishment/regeneration projects – ideally within civic or listed buildings.
*
Strong background in cost management and project planning within public sector or heritage-led developments.
*
Relevant professional qualification (e.g., RICS, CIOB, APC).
*
Excellent stakeholder engagement and communication skills
