Description

This role focuses on ensuring the compliance, risk management, and governance of the payroll function across the Europe and Asia Pacific Region. The Payroll Governance Analyst will support the Payroll Governance Manager with developing, implementing, and monitoring payroll governance frameworks, policies, and controls to ensure the payroll process operates efficiently, accurately, and in full compliance with local and international regulations. This role is critical to minimise risks, ensure transparency, and maintain compliance with relevant laws, tax obligations, and employment regulations.

Position Overview

Support the Payroll Governance Manager to develop, implement, and maintain governance frameworks and policies to ensure payroll processes meet internal controls and external regulatory requirements. Regularly review and update these policies as required.

Ensure payroll processes comply with local and international tax laws, employment regulations, and statutory requirements (e.g., tax filings). Monitor changes in payroll related legislation and ensure timely implementation within the payroll systems.

Identify and assess potential risks related to payroll activities, including financial and compliance risks. Support mitigation strategies to minimise risk exposure, ensuring payroll accuracy and compliance.

Support internal and external audits related to payroll. Ensure audit findings are addressed, corrective actions are implemented, and continuous improvements are made to maintain compliance and strengthen controls.

Prepare and present regular reports on payroll governance issues to senior management, highlighting key areas of risk, compliance updates, audit findings, and recommended actions.

Work with cross-functional teams (HR, Finance, IT, Accounts Payable and Tax) to enhance payroll processes, streamline operations, and ensure they are aligned with governance requirements. Identify opportunities for automation and process efficiencies while maintaining robust controls.

Collaborate with internal stakeholders and external partners to ensure payroll governance is maintained across all regions and jurisdictions.

Support the Payroll Governance Manager to ensure timely filing of regulatory payroll reports, tax submissions, and compliance documents in line with relevant deadlines. Maintain proper documentation for audit purposes.

Support payroll system upgrades, migrations, or transformations from a governance perspective. Ensure governance and compliance aspects are incorporated into any change management initiatives.

Clear professional communication with vendors to establish expectations, resolve issues and ensure transparency in service delivery.

Regularly assess the performance of payroll vendors against established KPIs and SLAs.

Support the set-up payroll operations for newly acquired subsidiaries. Supporting merger/acquisition payroll operations.

Core Skills and Experience

Experience in Payroll Management, Payroll Governance, Payroll Compliance.

A good understanding of global payroll regulations, tax compliance, statutory filings, industry best practices.

Proven ability to maintain effective internal controls and governance frameworks within payroll operations.

Experience of payroll audits, both internal and external, and supporting teams to address and course correct audit findings.

Knowledge of payroll systems and tools with a focus on process governance and risk mitigation.

The ability to manage multiple priorities and meet deadlines in a fast-paced dynamic environment.

Excellent analytical skills, attention to detail, and a high level of accuracy in processing and reviewing payroll data.

Strong communication skills, with the ability to liaise effectively with management, employee, and external partners.

A proactive, solutions-oriented approach to problem solving and process improvement.
