Contract – Inside IR35

Are you an experienced finance leader with a strong background in public sector governance and resource planning? We are seeking a CCAB/CIMA qualified professional to join as Assistant Director – Finance and Resources, providing strategic leadership across finance, governance, procurement, and workforce planning.

Key Responsibilities

Strategic Finance Leadership

*

Lead the development of medium-term financial plans aligned to regional priorities.

*

Oversee budget setting, monitoring, and statutory compliance.

*

Coordinate financial processes across general budgets, policing, and fire services.

Governance & Assurance

*

Uphold financial integrity and corporate governance standards.

*

Manage risk and liaise effectively with auditors, regulators, and stakeholders.

Resource Planning & Operational Oversight

*

Align financial planning with workforce and organisational strategies.

*

Drive value-for-money initiatives and oversee procurement.

*

Lead the integration of finance systems across services.

Stakeholder Engagement

*

Provide financial support and advice to committees and external partners.

*

Represent the Authority in external forums and prepare public-facing financial documents.

Leadership & Management

*

Build, develop, and lead a high-performing finance team.

*

Foster collaboration, inclusion, and readiness for future funding challenges.

Person Specification

Essential:

*

CCAB/CIMA qualified accountant.

*

Demonstrated leadership in public sector finance.

*

In-depth knowledge of statutory financial frameworks.

*

Experience working with emergency services finance.

*

Excellent stakeholder management and communication skills.

*

Ability to lead effectively in complex, multi-service organisations.

Desirable:

*

CIPFA qualification.

*

Experience within a Combined Authority setting.

*

Knowledge of regional funding mechanisms.

*

Understanding of Police and Fire funding formulae.

*

Background in M&A or commercial investment planning.
