My Client is recruiting a Capital Programme Controller to provide governance and compliance services including monitoring and reporting on project panning, budget management, and resident consultation Directorate and the Department to support the delivery of the investment programme.
To assist the Head of Strategic Investment in the management of the financial aspects of the framework agreement making sure value for money is achieved.

The successful candidate must be able to provide support to ensure that appropriate statutory, regulatory and company requirements are met throughout the whole life cycle of the development and delivery of major works projects.
Provide regular expenditure and monitoring reports using departmental IT systems for distribution across the team and key stakeholders.
Provide structure, control and oversight around project financial management.

Monitor, advise and report on the A&R Programme, Hidden Homes and Regeneration budgets including liaison with Project Managers and the Head of Capital Investment in respect of projects finances, cash flowing and programme budgeting.
Validate the financial returns from the consultants, contractors and project managers including monitoring project progress and the delivery of investment activity to ensure outcomes are being delivered to plan.
Identify variations and risks to the programme and provide recommendations for risk mitigation.

Co-ordinate of works programme audit including development of the necessary monitoring documentation.
Analyse the performance information and service outcomes to identify the Value for Money in support of identifying opportunities for improvement
Control and process contractual payments including dealing with contractors and consultants regarding payments.
Interrogate and analyse systems to provide regular monitoring information, including progress on the capital investment programme, project plans to ensure that corporate objectives are achieved.
Provide support on the development and maintenance of all Investment Programme policies and procedures ensuring that these reflect good practice and statutory requirements.
Develop and report on key performance indicators that help to monitor and quality assure the delivery of the Capital Investment programme.
Manage the financial aspects of the framework agreement including planning and monitoring of the financial outputs, collecting and reporting KPIs and monthly PIs, auditing and monitoring the risk mitigation.
Provide statistical analysis including validation of target costs and completion returns from the framework contractors.
Lead on the Working Group: Finance, Risk, Compliance and Audit reporting to the H of SI, Collective Team and Strategic Core Group.
