A strong Project Manager with experience in delivering local government programmes is required to co-ordinate / deliver the 'Legible London' programme.

Delivery Manager (Pilot Phase) FTE


Role Purpose: A member of the Legible London programme team responsible for managing the work of TfL pilot project managers to deliver local borough pilot schemes collaboratively with Scheme Designers and borough project management teams. Also responsible for providing input from a delivery and CWA perspective into other related workstreams such as pilot evaluation, modal integration, local consultation and communications and associated schemes (ORB extension and 2012 wayfinding).

Technical: Project manager with direct experience of delivering public sector programmes through a multi-disciplinary team of experts. Experience of working with senior local government officers in the delivery of complex infrastructure projects is essential. An understanding of information or urban design and town planning would be advantageous. Processes: Expert in relationship management, risk management/analysis, business and finance planning.
Procurement: Experienced in public sector procurement processes including OJEU. Communication skills: Excellent communicator. IT: Competent user of programme management tools (PRINCE 2 preferred).
Working character: leader, collaborative and proactive.

Objectives:

1. A member of the TfL Walking and Accesibility team and reporting to the Legible London Programme Manager

2. Manage the TfL pilot project managers and be responsible for tactical management of TfL relationship with boroughs in the delivery of three pilot wayfinding projects to time, budget and quality criteria.

3. Contribute to the Programme Team providing delivery project reports, risk and issues management updates, change controls and advice, and work collaboratively with the other programme team members on programme issues as required

4. Arrange and chair regular delivery team meetings with the project manager in each borough pilot to produce, maintain and report a programme schedule and risk/issues log for each borough pilot

5. Technical input into the consultants involved in pilot delivery as follows:

Scheme Designers: Consultants working with London Boroughs to develop wayfinding schemes that are compliant with, and build on, the Legible London design standard.

Product Manufacturers: Suppliers of the street furniture for the pilots.

Cartographers: Supplier producing master maps and map art work for individual signs and locations.

6. Prepare briefs, administer procurement exercises and manage subsidiary contracts for consultancy assistance as necessary related to requirements of Legible London Delivery workstream

7. Assist with financial management of pilot expenditure including producing spending forecasts, clearing invoices for payment and preparing purchase orders

8. Proactively identify, negotiate and recommend mitigations to ensure pilot delivery meets time, cost and quality criteria with borough project managers

9. Work collaboratively with TfL staff, consultant assistance, borough and external stakeholders in the effective and efficient management of the Legible London pilots

10. Assist with defining the system evaluation model, the implementation options and the business operating model,.

11. Define resource options for TfL CWA for rollout of LL (subject to further approval) and arrange regular dissemination updates for CWA team members on Legible London delivery phase.
